Request for Public Comments -- Patient Protection and Affordable Care Act

Note:  The following is a reprint of a email correspondence from NHSA Public Policy Director Ben Allen.  It is submitted as an FYI item.


Earlier this year, federal lawmakers approved the Patient Protection and Affordable Care Act (also known as the Affordable Care Act or ACA). This act created the Maternal, Infant, and Early Childhood Home Visiting program and provided $1.5 billion in mandatory funding over 5 years to fund this program. This program is designed to provide high quality, evidence-based, voluntary early childhood home visitation services to families living in at-risk communities. The act specifies that most of the program’s funds must be used for “evidence-based” home visiting program models.

Consequently, the Health Resources and Services Administration and the Administration for Children and Families in the U.S. Department of Health and Human Services is soliciting public comments on the proposed criteria for evidence of effectiveness of home visiting program models for pregnant women, expectant fathers, and caregivers of children birth through kindergarten entry. Public comments are due by August 17, 2010.
